This PR fixes an issue with a link returning a 403 by adding it to the ignored links list in the html-proofer script.
- Added the link "https://www.jfklibrary.org/learn/education/teachers/curricular-resources/ask-not-what-your-country-can-do-for-you" to the ignored URLs array.
- No changes affecting core functionality beyond the ignored links update.
